Thales Trusted Cyber Technologies (TCT), a trusted, U.S.-based provider of cyber security solutions, today announced that its post-quantum cryptography (PQC) enabled Luna T-Series Hardware Security Modules (HSMs) have achieved Federal Information Processing Standards (FIPS) 140-3 Level 3 validation from the National Institution of Standards and Technology (NIST). This milestone makes Thales TCT’s Luna T-Series HSMs the first PQC-enabled HSMs manufactured in the U.S. to receive FIPS 140-3 Level 3 validation.
Built for U.S. Federal Government agencies, Luna T-Series HSMs provide high assurance protection for cryptographic keys that secure sensitive data and mission critical applications. Meeting U.S. supply chain mandates, the tamper resistant Luna T-Series HSMs are designed, developed, manufactured, sold, and supported entirely within the United States.
Thales TCT Continues its Long-Standing Leadership Position in Quantum Ready Security
In 2021, the company delivered the industry’s first FIPS 140-2 compliant HSM capable of generating quantum enhanced keys. The September 2025 release of the Luna T-Series HSMs introduced fully standardized PQC algorithms, building on Thales TCT’s early support for pre-standardized PQC beginning in 2023. This leadership culminates in the August 2026 release of FIPS 140-3 validated version 7.15.1, which passed NIST’s rigorous testing for ML-DSA, ML-KEM, and Leighton–Micali Signature (LMS). As the world’s first HSM to include all the NSA Commercial National Security Algorithm (CNSA) Suite 2.0 PQC algorithms within a FIPS 140‑3 validation, Thales TCT has solidified its position as a leader in advanced security technology.

Commitment to Post-Quantum Security
Thales TCT has integrated PQC across its high-assurance product portfolio and implemented crypto-agile frameworks to support evolving standards. The company’s PQC strategy centers on embedding NIST-standardized quantum-resistant algorithms to deliver long-term data protection and operational resilience.

Since 2022, Thales TCT has served as a founding participant in the NIST National Cybersecurity Center of Excellence (NCCoE) Migration to PQC project, collaborating to test prestandard PQC implementations for performance and interoperability. These efforts directly accelerated the company’s PQC product development and strengthened alignment with emerging standards.
Additionally, Thales TCT and the National Security Agency (NSA) signed a Cooperative Research and Development Agreement (CRADA) for evaluating the NIST selected PQC algorithms when operating on a hardware security module (HSM). The CRADA results were used by Thales TCT to accelerate PQC algorithm deployment and assist the Government and other HSM users in understanding the value of using PQC-enabled HSMs to mitigate the quantum threat.
